VACANCIES – FEDERAL INLAND REVENUE SERVICE (FIRS)

General Requirements
•    A Bachelor or Master’s Degree in Accounting, Law, Economics, Banking and Finance, Engineering, Geology, Statistics, Computer Science or othger relevant discipline in a quantitative field.

•    Familiar with the use of Microsoft Office and Web Applications and the use of relevant applications for efficient delivery of service.
•    Strong leadership and management skills.
•    Strong team spirit and ability to effectively delegates
•    Strong interpersonal and communication skills
•    Strong analytical skills
•    Knowledge of Nigerian Tax Laws and appreciation of their application and understanding of the regulatory framework within which the FIRS operates

•    Knowledge of the business/ industry environment within which taxpayers operates

•    Ability to work as a regulator with the courage to ensure full compliance with laws.

Minimum Character Attributes:

•    Must be of good character and must not have been found guilty of any criminal offence or should not have been indicted at or dismissal from their places of work or other environment.

•    Ability to work independently and within a team environment.

Minimum Past Performance Level
•    Demonstrated ability to determine conformity and non-conformity to set standards in processes and procedures AND demonstrated courage and ability to eliminate, rectify or close determined Non-conformity to standard.

•    Demonstrated courage in ensuring change within the organization he or she has worked in through the effective discharge of his or her responsibility inspite of resistance to change effort.

•     Demonstrable impactful presence in the work place as a direct result of the individual’s ability to effect positive and sustainable change in his/her environment.

A.    COORDINATING DIRECTOR POSITIONS
In addition to the above general minimum requirements, the successful applicants must be flexible enough to be able to operate as Coordinating Director in any of the positions within the current FIRS structure or as may be reviewed in the future:

Job Title: Coordinating Director, Compliance and Enforcement Group – SL 1A.

Job Ref: CAT1-CE/CD1

The ideal candidates will take overall responsibility for the leadership and direction setting for the following departments:

1.    Tax Audit
2.    Criminal Investigation
3.    Field Operations and programs
4.    Tax Policy and
5.    Legal Services
Requirements
•    A successful track record of consistent and demonstrable and personal achievement for at least 20 years, of which ten (10) years will be relevant experience at a senior management level either in a Government, International Organization or Audit Firm/ function. Knowledge of a Revenue Authority environment will be an advantage.

•    Risk assessment and risk management
•    Tax Audit
•    Criminal Investigation
•    Filling and payment enforcement
•    Tax Policy and Legislation
•    International Tax
•    Legal and Prosecution Services

Demonstrated high level skills with the following
•    People management and development
•    Strategic Thinking, Planning and Budgeting
•    Developing and executing programs to address non compliance

Other Skills
•    Demonstrated excellent conception and analytical skills and an ability to see the big picture as well as details, and address both macro and micro issues
•    Strong track record of excellence in analytical work and policy formulation
•    Strong collegial spirit and demonstrated ability to work well as a member of a senior management team
•    Strong execution ability.

Job Title: Coordinating Director, Tax Operations Group – SL 1A.

Job Ref: CAT1-TOG/CD1

Requirements
•    A successful track record of consistent and demonstrable and personal achievement for at least 20 years, of which ten (10) years will be relevant experience at a senior management level either in a Government, International Organization or Audit Firm/ function. Knowledge of a Revenue Authority environment will be an advantage.

•    Risk assessment and risk management.
•    Return and payment Processing.
•    Filling and payment enforcement.
•    Tax Audit.
•    International Tax.
•    Revenue Accounting

Job Title: Deputy Director, Internal Affairs – CAT 1 – 1A/DD1 03
Requirements
•    Minimum of 14years relevant experience of which 7yrs will be at senior management level in either government, international organization or private firm in an audit role

Job Title: Assistant Director, Internal Affairs (CAT 1 – 1A/AD1 04
Requirements
•    Minimum 11yrs relevant experience of which 6yrs will be at senior management, level in a government, international or private firm in an audit role.

Job Title: Senior Manager (Quality Assurance) CAT 2 – 1A/SM1 04
Requirements
•    Minimum of 9years experience in a similar role, 5 of those years must have been with practical hands-on experience in a lead role in an audit environment.

Job Title: Senior Manager (Information System Audit ) CAT 2 – 1A/SM2 04
Requirements
•    Minimum of 9years experience in a similar role of which 5yrs must have been with practical hand-on experience in a lead role in an international system audit environment

Job Title: Manager 11 (Internal Affairs) CAT 2 – 1A/M1 05
Requirements
•    Min. 5yrs experience in a similar role at least 2 of which must have been with practical hand-on experience in a lead role in an audit environment.

Job Title: Manager 11 (Quality Assurance) CAT 2 – 1A/M1 05
Requirements
•    Minimum of 5yrs experience in a similar role at least 2yrs must have been with practical hand-on experience in a lead role in an information system audit environment

Job Title: Deputy Manager (Quality Assurance) CAT 3 – 1A/DM1 06

Requirements
•    Minimum 3yrs experience in a similar role at least 1 of which must have been with practical hand-on experience in a lead role in an audit/quality assurance environment.

Job Title: Officer CAT 3 – 1A/O1 07
Requirements
•    Minimum of 12 months relevant experience in an audit environment interest and flair for internal audit team orientation

Demonstrated high level skills with the following

•    Developing and executing programs to address non compliance.

Other Skills
•    Demonstrated high level leadership skills excellent analytical skills in areas related to tax operations and an ability to see the big picture as well as details, and address both macro and micro issues.

C.    Planning, Reporting and Statistics Department
Additional minimum requirement for each of the positions advertised are stated below:

1.    Category A

Job Title: Director, Planning, Reporting and Statistics – SL 02

Job ref: CATI – PRS/D1

Requirements
•    Minimum of M. Phil or PhD in Economics, Mathematics, Statistics, Strategic Management or statistically related discipline and be professionally certified in a relevant discipline.

•    A recognized professional qualification in Accounting, Taxation, or related discipline will be an added advantage

•    A successful track record of consistent personal achievement for at least 16yrs, of which eight (8)yrs will be relevant management

•    Previous experience in a public and/or private sector organization.

Demonstrated skills with the following:

•    Strategic planning and Management (including Development, evaluation and monitoring of key performance indicators; development and communication of corporate vision and director; including of business planning skills and processes in a large organization etc).

•    Organizational performance management (including Balance Scorecard design and implementation; Management information Systems design and implementation for strategic monitoring and control)

•    Culture Change Management

Practical experience with the following:

•    People management and development in a large organization
•    Project Management
Other General Requirements
•    NYSC Discharge or exemption certificate
•    Certified by a recognized Medical Director as physically and mentally fit for appointment in the Service
•    Provide contact details for referees (from last employer, a close relative and from tertiary institution) from whom confidential reports on character and demonstrated abilities can be obtained.
•    A certificate of State of Origin and Local Government signed by the Chairman /Secretary of their Local government. Certificates endorsed by Liaison offices will not be accepted.
•    Computer proficiency is requisite skill for all applicants.
